IVF Access: What Trump’s Executive Order Means for Families and Employers

At Stork Club, we believe that everyone deserves access to high-quality fertility care, regardless of their financial situation. That’s why we’re closely following the latest policy developments impacting reproductive care in the U.S.—and the recent executive order on in vitro fertilization (IVF) is a major moment in this conversation.

On February 18, 2025, former President Donald Trump signed an executive order directing policymakers to find ways to reduce the cost of IVF and expand access. This move comes at a critical time, as the demand for fertility treatments grows and legal uncertainties threaten to limit care for families nationwide.

What’s in the Executive Order?

The order directs the Domestic Policy Council to develop recommendations within 90 days to:

  • Make IVF more affordable by identifying policies that lower out-of-pocket costs for individuals and reduce the financial burden on health plans.
  • Remove regulatory barriers that may be preventing people from accessing IVF treatment.
  • Increase transparency around pricing and coverage, helping patients and employers navigate the complex fertility landscape.

A Step Forward, But More Action Is Needed

While this executive order signals national recognition of the challenges families face when seeking fertility care, it does not mandate insurance coverage for IVF or allocate funding to make treatment more accessible. As a result, the impact remains uncertain.

Advocacy groups, including RESOLVE: The National Infertility Association, have welcomed the move as a positive step. However, lawmakers like Senator Tammy Duckworth have voiced concerns that without legislative action—such as the Right to IVF Act, which would require insurance coverage—the order alone may not be enough to create lasting change.

The push for IVF access comes amid increasing legal challenges. In 2024, an Alabama Supreme Court ruling classified frozen embryos as children, creating legal uncertainty that has forced some fertility clinics to pause services. Without clear federal protections for IVF, access could become even more difficult for families seeking care.

How Stork Club Supports IVF Access

At Stork Club, we partner with employers to provide best-in-class fertility benefits, including IVF, egg freezing, and advanced reproductive care. We know that access to fertility treatment shouldn’t depend on where you live or whether you can afford it out of pocket. That’s why we advocate for policies that expand access to care and provide innovative solutions that help companies offer inclusive, cost-effective fertility benefits.

This executive order is a conversation starter—but real progress will require stronger commitments from policymakers. We will continue to monitor developments and work toward a future where fertility care is accessible, affordable, and supported by comprehensive policies.
